DRN Submits Request for Proposal (RFP) on Advocacy to End the Waiting List

The Disability Rights Network of Pennsylvania (DRN) is a state-wide, not-for-profit corporation which provides legal and advocacy assistance to persons with disabilities and their families. More information about DRN and its work is available at www.drnpa.org.

DRN is interested in entering into a contract, for an amount not to exceed $60,000 annually to be funded under DRN's Protection and Advocacy for Individuals with Developmental Disabilities program. The goal of this contract is to assist DRN in advocating for services for adults and children with intellectual disabilities and/or autism who are unserved or underserved in order to end the waiting list for services.

The following is a list of the types of activities which could be included in the contractor's proposed plan. The proposal need not include each of these activities nor be limited to these activities as long as the contractor proposes a comprehensive plan to advocate to end the waiting list.

  • Encourage consumers and families to contact state government officials and legislators about the urgent need to provide funding to end the waiting list, including the distribution of information via newsletters and/or website about the waiting list and how they can work to end the waiting list.
  • Organize and support consumers and families in visits to their legislators to advocate to end the waiting list .
  • Build relations with key legislative and administrative staff to advocate to end the waiting list.
  • Legislative mailings or other events to promote support to end the waiting list.
  • Coordinate legislative visits with the Mental Health and Mental Retardation Coalition and other groups which support ending the waiting list.

This contract is limited to activities that take place in Pennsylvania. No funds under this contract may be used for activities outside of the Commonwealth. Under no circumstances may funds under this contract be used to lobby or otherwise influence federal legislators.

DRN's selection will be based on:

1. The contractor's plan to achieve the goal set forth above;

2. The qualifications of the contactor including, but not limited to a demonstrated ability to carry out the specified activities, the qualifications and experience of the staff that will be carrying out the activities and demonstrated values consistent with those of DRN (which include supporting community integrated services for all persons with developmental disabilities); and

3. The hourly rates of staff and expense estimates.

If you are interested in being considered for this contract, please send a proposal explaining each of the following.

1. Describe in 2 - 3 pages your plan to achieve the specific goal set forth above.

2. Describe in 2 - 3 pages the qualifications of the organization and key staff who will be working to implement the contract. Please include resumes for all key staff.

3. Provide a budget that includes the hourly rates for all staff who will be working on the contract (including administrative staff) along with the number of hours they will be working and any other costs.
