DRN Request for Quote - Mental Health Advocacy For Children and Adults

The Disability Rights Network of Pennsylvania (DRN) is a statewide, not-for-profit corporation which provides legal and advocacy assistance to persons with disabilities and their families.

DRN is interested in entering into a contract, for an amount not to exceed $50,000 per year for up to three years, to assist DRN in providing statewide, systemic advocacy for adults and children under our Protection and Advocacy for Individuals with Mental Illness program. Specifically, DRN seeks assistance in developing strategies to implement the goals and objectives of the Board of Directors for adults and children with mental illness in the following areas:
  • Personal Care Homes and Assisted Living Facilities
  • Closing and downsizing of state-operated mental health facilities
  • Funding for community alternatives to institutional placements
  • Housing for persons with mental illness
  • Adults and children with mental illness in forensic facilities
  • Mental health services in public schools
  • Adults and children with mental illness in the criminal justice system
DRN's selection will be based on both the contractor's hourly rate and the contractor's qualifications, such as experience in the areas described, a demonstrated history and an ability to affect public policy through administrative and legislative strategies, and values consistent with those of DRN (which include supporting recovery-based, consumer-directed models of community supports for persons with mental illness).

  1. The personnel who will implement the contract and your proposed hourly rate. If you anticipate that more than one individual will be involved, please indicate the hourly rate for each and the percentage of time that each will work on the contract. Please include a resume for each of these individuals.
