Carol Horowitz

Carol Horowitz has been a staff attorney at the Disability Rights Network of Pennsylvania since 1998. She received her J.D. from the University of Pittsburgh School of Law.
Ms. Horowitz has a particular focus on health related issues, and has helped numerous clients to access services such as personal care, mental health treatment and dental care by using individual advocacy and class action litigation.
She is a member of the Board of the National Alliance for the Mentally Ill Southwestern Pennsylvania and serves on the Mental Health Advocacy Committee of the Mental Health Association of Allegheny County. She has also handled cases brought under the Fair Housing Act and the Americans with Disabilities Act, advocating strongly for the civil rights of individuals with disabilities such as reasonable accommodations and barrier removal.
