Webinar: Person-Driven Services and Supports in Adult Autism Services in PA

Presenters: David Gates, Senior Staff Attorney at PA Health Law Project
Kristin Ahrens, Policy Director, Institute on Disabilities at Temple University

Person-driven services and supports (PDSS) are about choice and control. PDSS are exactly what they sound like — PDSS means that services and supports are directed by the person who needs them. Unlike traditional services controlled by agencies, the person gets to choose who supports them and how and when they are supported. In PDSS, the person directly hires support workers instead of using an agency. PDSS give people more flexibility, power and responsibility in selecting, managing, and paying their staff. Person-driven services and supports are also called self-directed services, participant-directed services or consumer controlled services.

All of Pennsylvania’s home and community based services waivers, except for the autism waiver, allow for some person-driven services. All of the waivers also allow for people to use a combination of self-directed and agency provided services. In this webinar, we’ll discuss how PDSS are typically structured in other waivers including the administrative support of Financial Management Services and the role of the Supports Broker. We’ll wrap up with a discussion about what people can do to advocate for change if they like this approach to services and would like to see it included in the Autism Waiver or Adult Community Autism Program (ACAP).
